## Leadership
- **Carlos F. Robles** — Founder & Managing Principal. For more than four decades, Carlos F. Robles has built, operated, and invested across the downstream energy value chain, combining the perspective of an engineer, operator, executive, and principal investor. His experience spans the evolution of global energy markets—from leadership roles within one of the world's largest energy companies to the creation and growth of multiple ventures in downstream energy, private capital, and technology. Mr. Robles began his career as a Chemical Engineer with ExxonMobil, where he served in senior leadership positions within the company's global Downstream organization. Throughout his tenure, he led international initiatives across engineering, refining, marketing, and product supply, developing a deep understanding of complex global value chains and the operational discipline that has defined his approach to leadership and value creation. As Founder & Managing Principal of BlackOak Energy, LLC, Mr. Robles leads a downstream energy advisory and development platform aligned with private capital interests. BlackOak Energy originates, structures, and selectively participates alongside industry and capital partners in opportunities involving refining, terminals and storage, marine fuels, and related supply chain infrastructure. His ability to bridge strategic vision with operational execution has enabled the firm to identify, structure, and advance complex transactions across the global downstream energy sector. BlackOak Energy does not advise from a distance. We originate where we have operated, take governance positions in assets we know, and structure capital alongside institutional partners pursuing downstream energy and related infrastructure as a long-duration asset class. We originate, structure, and selectively participate in downstream energy and related infrastructure opportunities across the Caribbean Basin, the U.S. Gulf Coast, Latin America, and the broader Atlantic Basin energy corridor — spanning refining and production, terminal and throughput infrastructure, marine fuels and bunkering, aviation fuels, and integrated supply solutions within complex energy markets. Mr. Robles completed the Wharton School Executive Education program in Executive Leadership (1992–1993). He is also Co-Founder & Managing Principal of Vantar Capital Partners, an independent capital advisory and project finance firm that originates, structures, and arranges capital for large-scale energy and critical infrastructure projects worldwide — in alignment with BlackOak Energy's advisory and development platform.
- **Dr. Eduardo Del Valle** — Principal. Energy economist and policy advisor with deep expertise in Caribbean and Latin American energy markets, regulatory frameworks, and sovereign energy policy.
